This mid-sized property has large, modern rooms and a location close to tourist attractions, but the location in the gritty Tenderloin can be a downside for many. (The Cova even runs a shuttle to Union Square, which is only a 15-minute walk away.) Nonetheless, the venue offers budget-friendly value for its amenities, which include a free breakfast at the adjoining bistro. For travelers who feel iffy about the neighborhood, Hotel Fusion is closer to Union Square and has similar rates, while deals can sometimes be found at other properties like the Handlery as well.
The Opal San Francisco

The Opal San Francisco Rating: 2.5 Pearls

This old-fashioned, five-floor hotel on a busy Tenderloin street was built in 1908 and has some charming historical details, as well as basic amenities and lots of helpful information for tourists. It’s near many attractions and offers a standard continental breakfast. While it’s a budget hotel and a little run-down in places, the rates are generally tough to beat. If there's room in the budget, though, the pricier Hotel Diva has a better location and a lot more to offer.
