The lobby area is full of ostentatious marble and granite, giving it an outdated look. The vibe here is functional and business-like, with little seating area in the lobby or in other parts of the hotel, apart from the rooftop pool and the maroon-carpeted restaurant with matching brass-framed chairs. The apartment-style rooms makes this property popular with families and business travelers staying in Dubai for an extended period. Overall, the hotel has a dated look and is due for a major refurbishment, though the affordable rates are appealing.

The hotel offers spacious one-, two-, and three-bedroom apartments that have separate living and dining areas, as well as fully-equipped kitchens. Interiors have an old-fashioned look, with walls covered in two-tone wallpaper (often in dark colors), dated furniture, and worn '70s-looking upholstery in thick orange and red fabrics. The tired decor, cleanliness issues, and lack of general maintenance are major downsides. Guest complaints include a laundry list of shortcomings, such as malfunctioning lights, slow and unreliable Wi-Fi, stained furniture, peeling wallpaper, and cleanliness issues. Also, the hotel is located on a busy street and ambient street noise can be a nuisance.

In-room amenities include flat-screen TVs, safes, and ironing facilities, while bathrooms are fitted with shower/tub combos, bidets, and hairdryers. The kitchens feature old-fashioned wood-grain cabinets, but are fully equipped with stoves, ovens, microwaves, refrigerators, and even washing machines. Cutlery, tableware, and a few pots and pans are also provided. 

Winchester Hotel Apartments offers a decent amount of facilities. The restaurant is open for breakfast, lunch, and dinner, and serves traditional local cuisine as well as international dishes. Reviews by past guests are not enthusiastic. There's also a coffee shop serving hot and cold drinks. A rooftop swimming pool is a bit too cramped to do laps, but it offers great views of the Dubai skyline and is surrounded by a smattering of loungers and tables. The modern, light-filled fitness center is equipped mostly with weight machines, plus it has a rowing machine, two treadmills, and a stationary bike. A sauna is also on-site. The hotel offers free shuttle service to the Dubai Mall and the landmark Burj Khalifa skyscraper. Wi-Fi is free throughout the hotel, but service is patchy and unreliable. Parking is available on-site and is free of charge.
